What the Ratings Mean
250 V is the highest voltage the capacitor should see, so keep circuit voltages well below it. A 20% tolerance means the real capacitance may be up to one fifth above or below the marked value, and 105 °C is the upper temperature limit. If the body carries a minus stripe, that lead goes to the negative side.
Charging and Discharging
With a resistor in series, the capacitor charges and discharges gradually. The larger the resistance or capacitance, the slower this happens; the product RC is the time constant. Discharge it through a resistor before handling.
