Red Litmus Paper (code EL-CL-11507) is an indicator paper, model JL 129/12, that turns from red to blue when it touches an alkaline solution. Because the litmus is already in its red, acid form, the paper stays red in acids, so its job is to detect bases. JLab manufactures it in Ambala, India, and often quotes it together with blue litmus paper and pH strips.

Testing for a Base
Dip the end of a strip into the test solution, or touch it with a drop carried on a clean glass rod, and look at once: a blue colour means the solution is alkaline. No change means the solution is acidic or close to neutral, and a strip of blue litmus paper then tells those two apart. Litmus answers only acid or base; when a class needs a pH number, use universal indicator paper and its colour chart. Keep the strips dry and handle them by the edge, as damp or dirty fingers can mark them.
