What Is the Level Indicator Kit Used For?
It is used in instrumentation practicals on level measurement, where an electrical reading has to be related to a physical height of liquid. The scale gives that height directly, so each reading on the digital panel meter can be set against the true level.

The transducer behaves as a capacitor whose value depends on how much of it is surrounded by liquid. Water has a far higher permittivity than air, so as the water level rises the capacitance increases, and the electronics turn that change into a reading of level.
